The University Council is the supreme governing body of Muni University.
Established under the Universities and Other Tertiary Institutions Act, 2001 (as amended), the Council holds fiduciary and strategic responsibility for the University: it oversees academic, financial and administrative functions, approves budgets and strategic plans, ensures the proper use of resources and upholds the University’s mission, standards and accountability.
Powers of the Council
- General control and superintendence of the University’s affairs, resources and strategic direction
- Acquiring, holding and managing property; borrowing, investing and entering into contracts
- Appointing, promoting and disciplining staff on the recommendation of the Appointments Board
- Determining tuition and other approved fees
- Setting policy on student admission, welfare and discipline, on the recommendation of Senate
- Delegating powers to committees such as Finance, Planning, Investments and Resource Mobilisation, and Audit
Who sits on the Council
The chairperson and vice chairperson; the Vice Chancellor and Deputy Vice Chancellors; representatives of the Ministries of Education and Sports and of Finance; members appointed from the public; a representative of local government; representatives of Senate, the academic, administrative and support staff, persons with disabilities and the students — one male and one female.

Chaired by Eng. Joel Aita, the Council brings together Government appointees, professional bodies, Senate, the Ministries of Education and Sports and of Finance, Arua City Council, and staff and student representatives.
