Muni University in Arua City, West Nile Region has taken a bold step toward transforming leadership and public service delivery in Uganda with the official spotlight on its newly launched Institute of Leadership and Governance, drawing high-level endorsement from the Minister of Local Government, Hon. Raphael Magezi.
During a strategic engagement visit, the Minister applauded the University’s initiative, describing it as a timely intervention that will directly address leadership gaps, strengthen decentralization, and improve service delivery across West Nile and Uganda at large.
He emphasized that “you cannot deliver science and development without leadership,” urging academic institutions to take a central role in training leaders, strengthening accountability systems, and promoting teamwork in public service institutions. He further highlighted the need for structured training of councilors, digital transformation of local government systems, anti-corruption reforms, and institutional capacity building through universities.
The Minister also proposed a formal Memorandum of Understanding (MoU) between the Ministry of Local Government and Muni University, recommending that it be fast-tracked and signed by 5th May 2026 to operationalize collaboration in leadership training, research, and institutional development.
Speaking at the same engagement, Prof. Simon Anguma, Vice Chancellor of Muni University, reaffirmed the University’s commitment to community-driven solutions, stating that the institution is increasingly focusing on community-based research to solve real regional challenges. He noted that the new Institute of Leadership and Governance is already engaging local governments such as Yumbe, Koboko, Arua, and Bulambuli to strengthen leadership capacity.
He added that the Institute is designed to produce practical solutions through research, training, and innovation in areas such as urbanization, regional planning, youth development, and livelihood transformation, positioning Muni University as a center for socio-economic transformation in the region.
Mr. Sam Ejibua, Resident Country Manager of VNG International, commended the initiative, noting that the Institute is bridging a critical funding and capacity gap in local government training through efficient use of available resources and strong stakeholder engagement.
Arua District Local Government leadership, represented by LCV Chairperson Hon. Ouonzi Alfred, also welcomed the collaboration, noting that leadership challenges at council level require urgent intervention. He emphasized that many young leaders lack experience and need structured training to improve governance outcomes, describing the Institute as a “timely solution to West Nile’s leadership challenges.”
Dr. Felix Andama Adiburu highlighted that the Institute emerged from regional self-reflection on persistent governance gaps despite significant donor investments. He said Muni University envisions a model institute for social-economic transformation focused on better leadership, better governance, and better service delivery through research, innovation, and capacity development.
He further emphasized areas of focus including public sector reform, urbanization, regional planning, youth empowerment, and institutional strengthening, calling for stronger collaboration with the Ministry on leadership induction and training programs.
Associate Professor Simon Anguma reaffirmed the University’s readiness to implement structured induction programs for local government leaders, while assuring full academic and technical support once funding frameworks are agreed.
Commissioner from the Ministry of Local Government, Mr. Swizin Kinga Mugyema, also commended the initiative, noting its potential to improve service delivery and strengthen collaboration between government and academia.
The engagement concluded with a strong consensus on formalizing cooperation through an MoU between Muni University and the Ministry of Local Government, marking a major step toward positioning Muni University as a leading regional institution for governance, leadership training, and public sector transformation.
Prof. Jacob Agea, Deputy Vice Chancellor (Academic Affairs), commended the Minister for the courtesy visit and fruitful engagement following the Institute of Leadership and Governance was lauched on 23rd March,2025, noting its significance in strengthening institutional collaboration and leadership development. He assured the Minister that the proposed MoU would be drafted immediately to expedite cooperation between Muni University and the Ministry of Local Government.
Hon. Raphael Magezi emphasized that the MoU should be jointly drafted and reviewed with the Ministry to ensure alignment and effectiveness, further proposing that the official signing take place by 5th May 2026.
Prof. Agea also expressed gratitude to the Minister for visiting Muni University and delivering a powerful lecture and engagement on governance and decentralization, noting that the interaction greatly enriched the University’s understanding of local government systems and leadership dynamics.
