During a courtesy visit, Hon. Raphael Magezi proposed a Memorandum of Understanding between the Ministry and the University on leadership training, research and institutional development.

The Minister of Local Government, Hon. Raphael Magezi, described Muni University’s new Institute of Leadership and Governance as a timely intervention to close leadership gaps, strengthen decentralisation and improve service delivery in West Nile and across Uganda. “You cannot deliver science and development without leadership,” he said.

He proposed a formal MoU between the Ministry and the University covering the training of councillors, digital transformation of local government systems and institutional capacity building, to be fast-tracked for signing.

Vice Chancellor Prof. Simon Anguma said the Institute is already working with local governments including Yumbe, Koboko, Arua and Bulambuli, and focuses on research, training and innovation in urbanisation, regional planning, youth development and livelihoods. Arua District LCV Chairperson Hon. Alfred Okuonzi called it “a timely solution to West Nile’s leadership challenges”.
